Terms of reference :

  1. To make a realistic assessment of the current availability of water supply and sanitation facilities in rural areas of the country and to identify the main problems and weaknesses, if any, in the current policies, programmes and schemes.
  2. To formulate objectives, policies, strategies and methodology for the Tenth Five year Plan, suggest modifications, if any, in the existing schemes, formulate new programmes, designed to address the specific problems in the rural water supply and sanitation. Policy issues that may be considered in addressing the above terms of reference may particularly include:
    1. A realistic assessment of the extent to which contribution may be made by the beneficiaries for rural water supply and sanitation to suggest measures for additional resource mobilisation through financial institutions, private sector efforts, special levies and cess.
    2. Assessing the current availability of trained manpower in the field of rural water supply, rural sanitation and rural housing to suggest measures necessary for the strengthening to bridge the gap, both in terms of quantity and quality,
    3. Reviewing the existing soft-ware aspects like awareness, health education and IEC to suggest necessary measures for improvement to achieve the desired objectives.
  3. To suggest targets, preferably disaggregated, to be achieved in the Tenth Five Year Plan.
  4. To suggest effective ways and means for improving the accessibility of the rural poor, particularly the scheduled Castes and Tribes these facilities and to suggest appropriate norms and priorities towards this end.
  5. To suggest appropriate technologies for effective utilisation of these limited resources available, in particular appropriate guidelines for selecting technologies, which are technically and economically viable and socially acceptable and affordable and to suggest steps for extensive use of such technologies, to suggest areas of further R and D/S and T for improvement of the sectors.
  6. To delineate the roles of local institutions and PRIs in the light of the 73rd Constitutional Amendment Act 1992, to suggest appropriate measures for effective and intensive community participation as well as involvement of voluntary agencies/NGOs in the implementation of the schemes including operation and maintenance of completed schemes.
  7. To review the existing infrastructure, PRIs, administrative and organisational set up, both at the Centre and States, for planning, implementation, operation and maintenance, MIS, monitoring and evaluation, computerisation etc. and suggest necessary improvement to achieve the objectives and targets of the Tenth Plan.
  8. To review the correct status of linkage of Rural Water Supply and Sanitation Programme with other Rural Development Programmes and to suggest appropriate change in policies for integrated and effective inter-sectoral coordination including water resources, health, education, wasteland development aspects etc. in the Tenth Five year Plan.
  9. To review the current status of operation and maintenance of rural water supply and sanitation schemes and suggest policies, strategy, ways and means for effective operation and maintenance of the assets created including transfer of responsibilities to PRIs.
  10. To make a review of the achievements, roles and involvement of the International and other External Support Agencies like the WHO, UNICEF, UNDP, World Bank and bilateral donors and define their future roles keeping in view the national policies, objectives and priorities.
  11. To review the impact of Rural Water Supply and Sanitation activities on reduction in incidence of infant morbidity, mortality and communicable diseases in rural areas and to suggest appropriate policies and programmes.
  12. To suggest suitable measures for conjunctive use of surface and ground water, integrated management of water resources, sustainability of water sources including conservation of water, recharging of aquifers, recycling of waste water etc.
  13. To review the impact of industrial, agricultural and municipal waste on drinking water sources and suggest remedial measures for abatement of such con lamina lion.
  14. To estimate the outlays required for achieving the desired goals and objectives and targets, set for the Tenth Plan.

The chairman of the Working Group may constitute Sub-Groups and co-opt other members as deemed necessary.

Expenditure of the Members on TA/DA in connection with the meetings of the Working Group will be borne by the respective Departments/Ministries/Organisations. Expenditure in respect of non-official Members will be borne by the Planning Commission as per rules and regulations of TA/DA as applicable to Group A officers of the Govt. of India.

The Working Group should submit their final report to the Planning Commission by 31st March 2001.
